Non-Profit Plans to Convert Bulker into Plastics Recycling Center.

A German non-profit environmental group is developing a plan to convert an existing bulker into a floating environmental center as part of their system to capture and recycle ocean and on shore plastics. According to the group in addition to the mobile nature of the vessel, it also provides a turnkey solution that requires no additional space in targeted metropolitan areas and has financial advantages.

One Earth – One Ocean reports that it finalized the initial design for the vessel concept named SeeElefant 2023 in February of this year with a team of specialists in plant engineering and shipbuilding. They are currently working to develop the necessary network for investment, financing, ship management, and operation while at the same time closely monitoring the secondhand ship market for a suitable vessel. The goal is to commission the conversion before the end of 2023, start trial operations in the North Sea or Baltic in mid-2025, and place the vessel in Southeast Asia in 2026.

“With SeeElefant, we are finally able to combine the latest technologies from the shipbuilding and waste management sectors with certifiable lowest emission values, turnkey and useable worldwide,” said Harald Frank, the project development lead. “Our SeeElefant will make an important contribution to combating and disposing of plastic waste.”
The target vessel is a dry bulk carrier approximately 590 feet in length with four cranes on deck. This would provide enough space to create a recycling plant with a capacity of 60,000 tons per year. The ship would contain a facility that would sort, shred, and process marine garbage. The plastic waste would be pressed into bales for processing. Waste other than recyclable plastic would be used to feed a waste-to-energy plant also aboard the vessel with the power sold and fed into shore power grids. In addition, they plan to host a large research facility to conduct further plastic and waste analysis as well as to conduct tests such as waste-to-fuel technology.
The vessel would be positioned at a shore-based transfer station that would be responsible for handling the baled plastic waste for recycling. It would also make it possible for the vessel to receive and process waste from shore. As soon as industrial plastics-to-fuel plants are available, they also plan to convert plastic back to sulfur-free oil on board.
The SeeElefant would work in conjunction with the group’s specially designed garbage collection ships known as SeeHamster and SeeKuh. The SeeHamster is their smallest unit in use for over a decade. It has evolved into catamarans with a length of about 15 feet that have a collection capacity of up to 500 kg. SeeKuh is a bigger design, either a boat or skid dragged by boats, to collect a larger amount of trash in coastal waters. One Earth – One Ocean is currently operating projects to remove plastic waste from the waters in Cambodia, Brazil, Indonesia, the Philippines, and Egypt, and plans to launch a SeeHamster on Lake Victoria in Uganda this year. The association is also involved in the research on microplastics as well as education, awareness-raising, and documentation on the subject of marine litter. The addition of the SeeElefant is the next phase in their process. Organizers believe it will play a critical part in expanding their mission to eliminate waste from the oceans.
Rickenbacker Airport adds refrigeration for Ohio pharma industry.

Cargo-focused Rickenbacker International Airport is diversifying its business with the opening of the first cold storage facility in Ohio dedicated to pharmaceuticals shipped by air transport.
While most airports typically act as landlords for companies granted development rights, the Columbus Regional Airport Authority opted to invest, build and manage the pharma handling center itself while outsourcing operations through an innovative revenue-sharing program.
The 9,600-square-foot temperature-controlled warehouse, which resides within an existing air cargo terminal, cost about $2 million, including a pallet-sized X-ray screening machine, Bryan Schreiber, manager of air cargo business development, told FreightWaves. A former office and warehouse space was retrofitted to create the two-zone refrigerated space (2-8 degrees and 15-25 degrees Celsius) for vaccines, therapeutics and other life-science products for which there is increased demand. The area is completely self-contained, with no access to other tenants.
JobsOhio, the state’s economic development agency, contributed a $600,000 grant for the project, which was originally expected to open two years ago.
Rickenbacker Airport (LCK) handles some drugs shipped in active refrigerated containers. The new storage room will allow the airport to expand that line of business and open up new opportunities for airlines and freight forwarders serving the pharma sector.
“We had a lot of requests from our airline and forwarding partners for proper pharma handling capabilities but no takers in the private sector to invest in one. If our market was to continue to grow, we knew we needed to add this capability,” Schreiber said.
The investment in health care cold storage is part of the airport authority’s strategy to build out airfreight handling capabilities. The airport, for example, recently built a USDA-certified animal export inspection facility. Rickenbacker is a former Army air base with 12,000-foot runways surrounded by distribution centers for retailers such as Eddie Bauer, Lululemon and Abercrombie & Fitch. The airport authority decided a revenue-sharing agreement was the best option for a return on its investment. Alliance Ground International, a rapidly growing airport services company based in Miami that already serves the airport, will operate the pharma center. Several top health care companies have visited the site.
“We understand these things take time, though, and we are confident that this new capability will be a good long-term play for our forwarding and airline partners building business through Rickenbacker,” he said.
The number of biomedical distribution, manufacturing and R&D facilities in central Ohio has grown substantially in recent years. The Columbus region imported $2.2 billion worth of pharmaceuticals from a single company in Germany last year and companies exported $614 million worth of non-temperature-controlled medical devices, instruments and medicines to the EU by air from LCK, Schreiber said. Life sciences organizations in Ohio attracted $3.5 billion in 2021, according to the Ohio Life Sciences Association. Rickenbacker airport is not alone feeling the effects of a freight recession that has seen global air cargo demand fall more than 10% in the past 16 months. LCK volumes tumbled 33% last year from a record 338.7 million pounds in 2021 as retailers, which make up a large chunk of the airport’s end users, ordered fewer imports because of bloated inventories. LCK’s cargo volumes are down 48% year-to-date through May, according to airport figures. Vietnam is the airport’s largest trading partner.
“The construction of the pharma center will strengthen our market, enabling our forwarding and airline partners to benefit from a healthier and more downturn-resistant mix of air freight,” said Schreiber.
India Sea Cargo Manifest Regulation

The Central Board of Indirect Taxes and Customs in India has still not defined a final date for implementation however it is important we are all aware of the requirement.
As part of this new regulation, the Carrier is required to provide the final Import manifest (now called Arrival Manifest) to the Indian Customs before the vessel sails from the last Port of Call before India.
Although the following information is already mandatory we would like to emphasize the requirement of the following fields to be include in the manifest:
IEC Code (import Export Code) HS code (6 digit harmonized code – which can be obtained at the following link to the World Customs Organization site - http://www.wcoomd.org/en/topics/nomenclature/instrument-and-tools/hs-nomenclature-2017-edition/hs-nomenclature-2017-edition.aspx) PAN and GST of Indian Customer.
Additionally the Indian Customs is also requiring the Cargo Value (amount and currency) to be included in the Arrival Manifest.
